Skiptracing is a House Specialty of Search Assist.

A Skip is an individual that has literally "Skipped Out" on a particular situation which can be a Monetary Skip (skipped out on the rent or child support) or other (skipped out on an obligation such as a business arrangement or family affair) and sometimes they can be deliberately placed somewhere out of range as in the case of the "Hidden Witness"...

Sometimes a person does not even know that they are a "Skip" as in the case of someone who is simply moving alot due to their job but has not "skipped out" deliberately to avoid anything in particular... Just a difficult-to-locate individual.
